About this opportunity
The Department of the Air Force Air Mobility Command, through the 92d Contracting Squadron at Fairchild Air Force Base, is procuring up to 25,000 gallons of brand name FreezGard CI Plus or Torch CI Magnesium Chloride Liquid Deicer for snow and ice removal operations. The procurement supports mission-critical winter operations by ensuring safety on runways, taxiways, parking ramps, and base streets at Fairchild AFB. Key requirements include 30% concentration, -1°F freezing point, 12.2% corrosion rate effectiveness, and 100% compatibility with existing FreezGard Zero CI Plus inventory currently stored on base. The deicer must be delivered in minimum truck loads of 6,000 gallons within 48 hours of notification, with 24/7 availability during winter operations. Following Amendment 0001, quotes are due September 23, 2025 at 1:00 PM PT, with questions due by 8:00 AM PT the same day. Evaluation will be based on price and Supplier Performance Risk System (SPRS) considerations, with award going to the responsible vendor offering the most advantageous quote.
This opportunity is designated as a 100% Small Business Set-Aside under NAICS code 325998 with a size standard of 650 employees. The brand name justification indicates Fairchild AFB has used FreezGard CI Plus for ten years based on its proven performance and compatibility with existing infrastructure, with the base currently storing 10,000 gallons in a 30,000-gallon tank. While the contract value is redacted in the justification documents, the procurement covers up to 25,000 gallons of specialized liquid deicer with firm-fixed-price and FOB destination terms. The contract will have a one-year period of performance from the date of award, with all deliveries made to Fairchild Air Force Base in Washington. The government notes that funds are not currently available and reserves the right to cancel the solicitation, while also indicating plans to explore reducing brand-name dependency through future performance trials and expanded market research.
