About this opportunity

The Defense Health Agency (DHA) Office of Medical Systems (OPMED) is conducting market research to identify technologies for developing a freeze-dried platelet product designed to treat trauma-associated blood loss in Military Working Dogs (MWDs). This Request for Information (RFI number HT9427-26-RFI-703) seeks vendor capabilities and technical data to support the development of canine blood products for use in austere operational environments where medical resources and evacuation capabilities are limited. Key requirements include demonstrating product safety and efficacy in canines, achieving shelf-stability at ambient temperature for a minimum of one year (three years preferred), and providing a clear regulatory pathway with the FDA Center for Veterinary Medicine. Respondents must address reconstitution parameters, manufacturing scalability, technology readiness level assessment, commercialization strategy, and provide cost estimates for research, development, testing, and FDA approval. The deadline for submitting responses is 2:00 PM Eastern Time on March 2, 2026, with responses to be submitted electronically to Katherine Ramsburg at katherine.j.ramsburgciv@health.mil.

This is a market research initiative only, and no contract award or order will result from the RFI submissions. There are no set-aside designations applicable to this procurement, and no incumbent contractors or award values have been identified. The government has not specified a budget range or contract value, as this is preliminary market research to inform future procurement decisions and refine technical requirements. Respondents must submit their capabilities statements as Microsoft Word or searchable PDF documents formatted with Arial 12-point font, single-spacing, one-inch margins, and limited to five pages including any diagrams, references, or pictures. All proprietary information submitted will become government property and will not be returned to the submitting vendor.

Notice text

The OPMED is conducting market research to identify technologies that meet requirements for the development of a freeze-dried platelet product for the treatment of trauma-associated blood loss in canines. This market research may also assist with the further development and/or refinement of the requirements.

Military Working Dogs (MWDs) play a critical role in protecting human lives and supporting military objectives in the operational environment. MWDs work in close conjunction with their handlers and Service Members and are exposed to the same combat trauma threats and similar non-battle injury risks, and thus canine blood or blood components are indicated for appropriate treatment.

The OPMED has a requirement to develop, deliver, and field safe and effective Canine Blood Products (CBP) for the treatment of traumatic hemorrhage. The CBP program is using a Family of Systems (FoS) approach that aims to develop multiple medical materiel solutions that are most relevant for use in austere environments where medical products and evacuation may be limited.
This RFI seeks responses to the canine freeze-dried platelet component of this FoS only.
