About this opportunity

The Defense Health Agency has published a Special Notice regarding a critical requirement for Freeze Dried Plasma (FDP) to support U.S. military forces. This opportunity is managed by USAMMDA, WPAC PMO and specifically involves OctaplasLG Powder in blood group types A and AB. The requirement is for product available under an FDA Emergency Use Authorization (EUA) that has been granted to Octapharma USA Inc, located in Paramus, New Jersey. The Special Notice was posted on July 17, 2025, with a due date of August 17, 2025, and does not utilize any set-aside provisions.

The primary purpose of this contract is to provide the Department of Defense with freeze dried plasma for treating hemorrhage or coagulopathy during military combat emergencies involving firearms, projectiles, and explosive devices. The product is intended for use when traditional plasma is either unavailable or impractical to use in emergency situations. The requirement operates under section 564 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 360bbb-3), which governs emergency use authorizations. The contract appears to be specifically tied to the FDA-authorized EUA held by Octapharma USA Inc, suggesting this may be a sole-source or limited competition opportunity. Contractors have until August 17, 2025, to respond to this critical military medical supply requirement.
