The Social Security Administration (SSA) is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, 8(a) qualified small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses; service disabled veteran-owned small businesses and Historically Underutilized Business Zone small businesses capable of providing the requirement below. This market survey/sources sought announcement is not a request for proposals, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to this announcement. The information received from this market research is only for planning purposes, and will assist the Government in its acquisition strategy. As such, the Government will not entertain questions concerning this synopsis, and will not pay any costs incurred in the preparation of information f! or responding to this market survey or the Governments use of the information. Proprietary information must be clearly identified as proprietary information.
SSA has a requirement for a contractor to provide fraud investigations for the Office of the Inspector General, Cooperative Disability Investigations (CDI) Unit in Northern California. The contractor shall provide the necessary personnel, materials, services, equipment and perform all tasks necessary for or incidental to providing the required services to investigate fraud against SSA?s Title II and Title XVI disability programs and other Federal and State programs, including Title XIX, in Northern California. The provided personnel must have law enforcement (arrest) authority that extends throughout the State of California, as defined by the statutes and regulations of the State of California; experience using the National Crime Information Center (NCIC) and National Insurance Crime Bureau; experience conducting undercover investigations; and a license to carry a concealed weapon (must be armed). The contractor is required to provide all necessary equipment for its employee! s assigned under the contract including, but not limited to, vehicles, weapons, body armor, cellular phones, etc. All potential contractors will be required to pass a security background check before beginning performance under the award. The NAICS Code for this requirement is 561611with a size standard of $20.5 million. It is required that all prospective contractors be registered in the Systems for Award Management (SAM) database at www.sam.gov prior to award of the contract. We anticipate a fixed price contract with a contract performance of a base period of one year, with four one-year option periods.
Interested firms with the capability of providing the requirement, per applicable subcontracting rule limitations (e.g., those in FAR 52.219-3 and 52.219-14), shall submit capability statements that demonstrate their expertise in the above-described areas in sufficient detail, including any other specific and relevant information, so the Government can determine the firms experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Governments review of the industry?s ability to perform or provide these requirements.
