About this opportunity

The Department of the Air Force Materiel Command Test Center is seeking information on Fourier Transform Infrared (FTIR) Multigas Analyzers (MGA) to replace an existing Gas Detection Monitoring System at Arnold Engineering Development Complex in Arnold AFB, Tennessee. The sources sought notice aims to determine the availability and capability of small and large businesses to provide specialized laboratory analytical instruments meeting precise technical specifications. Potential vendors must submit comprehensive company information, including SAM Unique Entity Identifier, technical data for proposed systems, and budgetary estimates. The opportunity falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. Responses are due by May 12, 2025, and must include detailed technical specifications demonstrating the ability to meet complex instrument requirements such as specific power, windows, mirrors, and computer system configurations.

There is no specific set-aside designation for this procurement, meaning both small and large businesses can compete. The analyzers must have precise technical capabilities, including a 200cc AL-Ni gas cell, spectral resolution between 0.5-16 cm-1, scan speeds of 1 scan/sec, and compatibility with Windows 10/11 operating systems. While no specific award value is mentioned, vendors are expected to provide budgetary estimates for the multigas analyzers. The instruments will require specific hardware configurations, including an Intel Core i3 processor, 4GB RAM, and a display supporting 1920x1080 32-bit color. Vendors with existing contract vehicles such as GSA or NASA SEWP are encouraged to indicate those options for potential procurement. The procurement is being conducted by a defense agency and targets laboratory equipment with stringent performance specifications.
