About this opportunity
The Department of the Army Corps of Engineers Engineering District Louisville is conducting a market survey to determine small-business set-aside eligibility for four Blanket Purchase Agreements for construction materials testing services, with responses due by August 7, 2026. The Government seeks to establish one combined BPA or four separate BPAs across Scott Air Force Base (Illinois), Fort Campbell (Kentucky/Tennessee), Wright-Patterson Air Force Base (Ohio), and Fort Knox (Kentucky).
Services encompass construction materials testing—including aggregate inspection, bituminous inspection, concrete inspection, masonry inspection, soils inspection, and sprayed fire-resistive materials testing—performed in accordance with ASTM test requirements. Testing will occur predominantly during normal seasonal construction hours but may occasionally be required at night. Contractors must maintain active laboratory validation through the USACE Materials Testing Center for the entire contract duration.
Each BPA carries a $200,000 annual ceiling and $1,000,000 five-year total value, with no individual call order exceeding $2,500. The Government is obligated only to the extent of authorized calls actually placed. The performance period is five years with no options.
Respondents must submit via Google Form and include small-business status verification, CAGE code, Contractor's Unique Identifier Number, relevant experience with similar projects, and acknowledgment of MTC validation requirements. Small businesses must demonstrate at least 15% self-performance of contract costs (excluding materials) per FAR 52.219-14. NAICS code 541380 (Testing Laboratories and Services) applies with a $19,000,000 size standard.
