About this opportunity

The U.S. Army Corps of Engineers, Omaha District, is soliciting procurement of a Remote IO and Annunciation system upgrade for the Fort Randall Powerhouse through solicitation W9128F25QA074. The project requires a contractor to provide a pre-built control panel ready for insertion into a 19" rack, complete with all necessary equipment, components, wiring, and assembly to create a modern Sequence of Events Recorder (SER) that will reduce alarm noise in the Power Plant Control System. The contractor must deliver a fully assembled and tested panel that meets comprehensive technical specifications including programmable logic controllers, communication networks, surge protection, and diagnostic functions, with the government personnel handling the onsite installation. Originally posted on July 9, 2025, the solicitation was amended on July 25, 2025, extending the response deadline from July 25 to August 4, 2025, at 2:00 PM Central Time. All questions regarding the solicitation should be directed to Contract Specialist Brianna N. Wohlers at the provided email address, and detailed technical specifications and engineering drawings are available through SAM.gov.

This procurement is set aside exclusively for small businesses under NAICS code 334513 (Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables) with a size standard of 750 employees, and specifically allows participation by Women-Owned Small Business (WOSB) and Economically Disadvantaged Women-Owned Small Business (EDWOSB) entities. The solicitation does not identify any incumbent contractors or specify award values, focusing instead on the technical delivery requirements. The contractor has 150 calendar days after award to complete delivery of the pre-built panel system, which must be factory-tested and include comprehensive documentation such as shop drawings, test procedures, and operation/maintenance manuals. Performance will take place at the U.S. Army Corps of Engineers Fort Randall Project located at 399 Powerhouse Road, Pickstown, South Dakota, where the delivered panel will be integrated into the existing powerhouse control infrastructure. The project represents part of a broader modernization effort to create a more resilient, reliable control system while reducing wiring requirements and improving operational efficiency.
