About this opportunity

The U.S. Army Corps of Engineers Omaha District issued a Special Notice on July 29, 2026, announcing its intent to award a sole-source, firm-fixed-price purchase order to Johnson Machine Works, Inc., for manufacture and delivery of retaining bars, leaf springs, and bolt assemblies to restore sealing of the draft tube bulkheads at Fort Randall Dam, South Dakota. The statutory basis for this non-competitive acquisition is U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b), permitting single-source procurement when circumstances reasonably permit only one source.

The procurement is a supply contract under NAICS 332312 (Fabricated Structural Metal Manufacturing), PSC 5360 (Coil, Flat, Leaf, and Wire Springs). This notice is not a request for competitive proposals or quotations. However, interested concerns may submit clear and convincing written evidence that competition would be advantageous to the Government by August 8, 2026, at 2 p.m. CDT. If no affirmative responses are received by that deadline, an award will be made without further notice. The determination whether to compete this requirement remains solely within the Government's discretion. Responses and questions should be directed to brandie.l.murphy@usace.army.mil. The Corps of Engineers is not responsible for any costs incurred in responding to this notice.
