About this opportunity

The U.S. Army Corps of Engineers Louisville District announced a sole-source construction contract for the Air Traffic Control Tower project at Fort Campbell, Kentucky, and is accepting capability statements from alternative sources through July 31, 2026.

The intended award specifies a Cummins back-up power system, selected at the request of Fort Campbell Directorate of Public Works to standardize with existing Cummins generators at the installation. Fort Campbell DPW personnel are trained on Cummins equipment operation and maintenance. The agency projects cost savings through consolidation on a single vendor, including reduced maintenance contracts, lower replacement parts expenses, reduced authorities to operate, fewer technician certifications, and consolidated training requirements across multiple generations of equipment.

Any responsible party believing it can meet this requirement may submit a capability statement in writing with sufficient detail for USACE to evaluate performance capability. Submissions must reach thomas.s.nauert@usace.army.mil no later than 1:00 PM ET on July 31, 2026. This notice is not a competitive solicitation but an opportunity to challenge the sole-source justification prior to formal award.

Notice text

The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting proposals for the construction contract for the Air Traffic Control Tower project at Fort Campbell, Kentucky.

As part of the construction contract solicitation, USACE intends to include the following sole source requirements:

The ATCT project proposes to utilize a back-up power system from Cummins at the request of the FTC DPW, to align with similar back-up power systems already in use at FTC and manufactured by Cummins. FTC DPW shop personnel are trained in the operation and maintenance of Cummins generators. By continuing to install Cummins generators, the DPW personnel will be able to maximize the training and experience with this vendor and generator system. Savings are projected as a result of fewer contracts and reduced overall costs for maintenance, replacement parts, authorities to operate (ATOs), technician certifications, and training for a single brand versus multiple brands.

*This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above  requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein. All responsible sources may submit a capability statement which shall be considered by the agency.  The submission must be received no later than 1:00 PM ET on 31 July 2026 to thoams.s.nauert@usace.army.mil.
