This Limited / Sole Source Justification Notice is for a bridge task order to fulfill the Counter Rocket Artillery Mortar (C-RAM) requirement of the 32nd Army Air and Missile Defense Command (AAMDC) under the General Services Administration (GSA) Federal Acquisition Service Assisted Acquisition Services Region 3. The scope includes studying, analyzing, advising, and developing deliverables to advance air and missile defense forces. The requirement is transitioning from a previous task order held by KBR, Inc. to a new GSA AAS Army contract that will combine the C-RAM and Joint Training Program-Air & Missile Defense (JTP-AMD) requirements. The bridge task order will be awarded to an unknown vendor for an unknown amount until the new GSA contract can be awarded.

This sole-source bridge task order will fulfill the unique mission needs of the 32nd Army Air and Missile Defense Command (AAMDC) Counter Rocket Artillery Mortar (C-RAM) requirement. The scope of this requirement is to study, analyze, advise, and develop deliverables to advance AMD forces through the application of knowledge and resources achieving the Requiring Activity’s (RA) mission requirements.
This requirement is currently supported by KBR, Inc. under Task Order FA807520F0034, awarded under the DoD Information Analysis Center (IAC) Multiple Award Contract (MAC). This requirement is transitioning to GSA AAS Army to support, and at the completion of the bridge, will be supported under a GSA AAS Army contract that includes the C-RAM requirement and another 32nd AAMDC, the Joint Training Program-Air & Missile Defense (JTP-AMD) task order. Both requirements support the training of AAMDC personnel to support the warfighter and both requirements have recently been revised to address changes in the Army’s operational concept. Therefore, a determination was made that efficiency is created by combining these similar scope requirements into a new requirement. This justification is to award a bridge task order for the C-RAM requirement until a GSA AAS Army contract for the combined new requirement can be awarded.
