About this opportunity
The Department of the Navy Naval Sea Systems Command issued this Limited/Sole Source Justification Notice on April 8, 2026, for additional shipyard support services on the USS FORREST SHERMAN (DDG 98). The work consists of providing installation support services for the Naval Surface Warfare Center Philadelphia and Carderock for a Rudder Anechoic Tile system (RCC 38N), valued at $109,430.00 in Fiscal Year 2026 Other Procurement, Navy funds. BAE Systems of Norfolk, Virginia was awarded the contract (N00024-26-C-4403) on November 10, 2025, as the sole source capable of performing the work during the ship's current dry dock availability. The justification cites unusual and compelling urgency under 10 U.S.C. 3204(a)(1) and FAR Section 6.302-1(a)(2), as the cavitation-resistant coating system must be completed to meet the vessel's operational schedule and September 18, 2026 undocking date. Work was required to commence no later than February 23, 2026, to integrate with the existing large and complex work package and ensure the ship's readiness for deployment. The contracting officer determined the cost fair and reasonable based on historical data, an independent government estimate, and BAE Systems' established labor and material rates from the original contract award.
