Amendment 0003 and Questions and Answers for the PMA-281 Indefinite Quantity, Indefinite Delivery (IDIQ) Multiple Award Contract (MAC) solicitation N00019-13-R-5501, announced 04 April 2014 on FedBizOpps have been posted to the PMA-281 Interim COI. Amendment 0003 incorporates changes as a result of the Questions and Answers and extends the proposal due date from 02 June 2014 to 12 June 2014, 12:00pm EDT.


The formal Request for Proposal (RFP), unclassified solicitation documents, and Amendments 0001, 0002, and 0003 are posted on the PMA-281 Interim Community of Interest (COI).

THE GOVERNMENT HAS ATTEMPTED TO PROVIDE ALL DOCUMENTS AND ATTACHMENTS TO THE AMENDMENT WITH TRACK CHANGES FOR EASE OF IDENTIFYING THE REVISIONS.

HOWEVER, IT IS INCUMBENT ON THE OFFERORS TO THOROUGHLY REVIEW ALL DOCUMENTS TO ENSURE THEIR PROPOSAL SUBMISSIONS ADDRESS THE LATEST VERSION OF THE SOLICITATION REQUIREMENTS.

All requests for access to the PMA-281 Interim COI shall be submitted to Teresa R. Brady at teresa.brady@navy.mil and must contain the following information:


•Company Name
•Address
•Commercial and Entity (CAGE) Code
•Data Universal Numbering System (DUNS) Number
•Principal Point of Contact's name, title, phone number and email address


Proposals are due no later than 12:00pm EDT on 12 June 2014 at the address identified in Section L of the solicitation. All responsible sources may submit a proposal which will be considered by the agency. Arrangements should be made with Teresa R. Brady at teresa.brady@navy.mil in advance to coordinate receipt of the proposals.

The PMA-281 Indefinite Quantity, Indefinite Delivery (IDIQ) Multiple Award Contract (MAC) solicitation N00019-13-R-5501 announced 04 April 2014 on FedBizOpps has been amended to extend the proposal due date from 19 May 2014 to 02 June 2014. The Government anticipates posting answers to questions received through 29 April 2014 on or about 14 May 2014.


The formal Request for Proposal (RFP), unclassified solicitation documents, and Amendments 0001 and 0002 are posted on the PMA-281 Interim Community of Interest (COI).

The PMA-281 Indefinite Quantity, Indefinite Delivery (IDIQ) Multiple Award Contract (MAC) solicitation N00019-13-R-5501 announced 04 April 2014 on FedBizOpps has been amended to extend the proposal due date from 05 May 2014 to 19 May 2014.


The formal Request for Proposal (RFP), unclassified solicitation documents, and Amendment U0001 are posted on the PMA-281 Interim Community of Interest (COI).

The PMA-281 Indefinite Quantity, Indefinite Delivery (IDIQ) Multiple Award Contract (MAC) solicitation is hereby issued. The formal Request for Proposal (RFP) and unclassified solicitation documents are posted on the PMA-281 Interim Community of Interest (COI) under the authority of 10 USC 2304 (a) and in accordance with Federal Acquisition Regulation (FAR) Part 15. This is a full and open competition.


This solicitation is unclassified. No access to classified information shall be made available or discussed in relation to this solicitation. However, future delivery orders under this MAC may be classified.


Draft RFP's were previously made available on the PMA-281 Interim COI on 04 November 2013. All questions and comments received from interested offerors on the PMA-281 IDIQ/MAC Draft RFP thus far have been considered by the Government. Please be advised that all previous discussion and exchanges of information are superseded by this formal solicitation. Offerors are encouraged to examine the solicitation closely, comparing it to the previous draft version.

Added: Dec 02, 2013 3:02 pm The purpose of modifying this pre-solicitation notice is to extend the date to request a copy of the Draft RFP, associated documents, and question submittal for the PMA-281 Indefinite Quantity, Indefinite Delivery (IDIQ) Multiple Award Contract (MAC).

Due to the sensitivity of this information, the distribution of the documents is limited. DOD contractors may be granted access after submitting a request for consideration.

Added: Nov 04, 2013 3:45 pm The Naval Air Systems Command (NAVAIR) is interested in written feedback from industry regarding the requirement for procurement of software development, test and evaluation, maintenance, integration, training, and fielding in support of PMA-281 Strike Planning and Execution Systems.

THIS ANNOUNCEMENT IS A "DRAFT" REQUEST FOR PROPOSAL (RFP). Due to the sensitivity of this information, the distribution of the documents is limited. DOD contractors may be granted access after submitting a request for consideration. Specifically, prospective offerors may request a copy of the Draft RFP and associated documents. If interested, please submit the request to Teresa R. Brady at teresa.brady@navy.mil and provide the following information NO LATER THAN 22 NOVEMBER 2013:

Interested parties should carefully review the Draft RFP and address the following:

(b) Based on the Draft RFP, are there any suggestions that would alter the RFP to provide better value to the Government and/or increased performance of the product and its production and maintainability?


(c) What additional information, if any, would you need in a final RFP?


The Government is currently planning an Industry Day. For the resultant industry day, a separate announcement will be provided and loaded to FedBizOpps delineating details for participation from interested vendors.


A complete and final RFP is anticipated to be released, after feedback is received in response to this announcement. The Government is anticipating proceeding on a full and open competitive basis for a five (5) year Indefinite Quantity, Indefinite Delivery (IDIQ) Multiple Award Contract (MAC).
