The Army Contracting Command - Rock Island (ACC-RI) is soliciting quotes for 19 M119 Suspension Arm Forgings to support the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC). The procurement requires interstate forging of suspension arms manufactured in an annealed state with alloy steel that can be heat treated to RC32 to 38 after machining, per RIA forging drawing 300242 Rev G. Contractors must submit both a Certificate of Conformance and a Certified Test Report with their proposal. The solicitation will be conducted using FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures), with award made to the lowest price, technically acceptable offer. Quotes are due by January 28, 2025, at 10:00 AM Central Time, with initial proposals first requested on January 8, 2025, and subsequently amended to extend the deadline.
The contract opportunity is now set for full and open competition, having been initially planned as a small business set-aside. Delivery of the 19 suspension arm forgings is required to Rock Island Arsenal in Illinois by April 17, 2025. Contractors must obtain Joint Certification Program (JCP) approval to access the technical drawings, which are Distribution C controlled documents available through SAM.gov. The procurement falls under NAICS code 332111 for Iron and Steel Forging, with a size standard of 750 employees. The Place of Performance is Rock Island, IL 61299, and contractors will need to navigate specific documentation requirements, including submitting their CAGE CODE when requesting drawing access and ensuring the original Data Custodian who submitted the DD2345 is the one requesting document access.
