About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD) is soliciting quotes for two forged HY-80 steel test dies: one 1-inch and one 2-inch standard test die to support research and development in welding and material processing. This procurement is being conducted by the Department of the Navy Naval Sea Systems Command, specifically targeting the expansion of explosion bulge and crack starter capabilities. The dies must be manufactured according to NAVSEA Technical Publication T9074-BD-GIB-010/0300 specifications, with vendors required to provide material certification reports and demonstrate capability to view Controlled Unclassified Information (CUI). The solicitation will use a Lowest-Priced, Technically Acceptable (LPTA) evaluation method to determine the best value for the government. Key deadlines include March 10, 2025, at 11:59 AM for submitting questions and March 18, 2025, at 11:59 AM for quote package submissions, with Michael Bonaiuto serving as the primary point of contact.
The contract opportunity is set aside exclusively for small businesses under NAICS code 332111, with a business size standard of 750 employees. Successful vendors must have NAVSEA approval and be able to comply with specific technical requirements, including providing source alloy certification, detailing forging and machining methods, and submitting dimensional inspection reports. The contract specifies a delivery timeline of 20 weeks after award, with a final delivery deadline of August 1, 2025, to the NSWCCD facility located at 9500 MacArthur Blvd in West Bethesda, Maryland. While specific contract value is not explicitly stated, the procurement is for two test dies intended for research and development purposes. The solicitation includes detailed guidelines for facility access, particularly for overweight vehicles, and requires vendors to submit a cover sheet with their official company name, point of contact information, and CAGE code.
