About this opportunity
The Administrative Office of the U.S. Courts, on behalf of the United States Probation & Pretrial Services Office for the District of Alaska, seeks forensic polygraph services with proposals due November 5, 2026. The procurement is an 8(a) sole source, limiting competition to certified 8(a) firms.
Place of performance is Anchorage, Alaska (including Eagle River, Girdwood, and Glen Alps), with services delivered at the U.S. Probation Office facility (222 W 7th Avenue, Anchorage) between 8:00 a.m. and 4:00 p.m. The vendor bears all travel and lodging costs.
Polygraph examiners must graduate from American Polygraph Association (APA)-accredited schools, hold a baccalaureate degree or have five years law enforcement experience, complete 40 hours of Post-Conviction Sex Offender Testing (PCSOT) training, maintain active APA membership, possess minimum two years polygraph experience in criminal cases, and be licensed by Alaska. All examinations must be audio or video recorded.
The BPA covers a base fiscal year (October 1, 2026 through September 30, 2027) with four one-year option periods, for a maximum duration of 60 months. The government estimates approximately 3 clinical examinations and 3 maintenance examinations per month, though these estimates do not obligate the government to meet them. Clinical examinations examine defendants' sexual history and identify unreported offense behaviors; maintenance examinations verify honesty under community supervision.
Vendors must maintain HIPAA-compliant consent forms, conduct case staffing conferences, provide treatment and transitional care plans, notify U.S. Probation/Pretrial Services Officers of non-compliance within 24 hours, and demonstrate financial stability. Reports must be submitted within 10 business days. Monthly invoicing is due by the tenth of each month with supporting documentation. The NAICS code is 561611, Investigation and Personal Background Check Services. Contact Ryan Blackmarr at ryan_blackmarr@akp.uscourts.gov or (907) 227-3636.
