About this opportunity

The Defense Health Agency intends to solicit a Commercial Off-The-Shelf (COTS) solution for secure, compliant electronic storage and management of Sexual Assault Forensic Examination (SAFE) records at Military Treatment Facilities worldwide, with RFI responses due June 18, 2026.

The solution must strictly segregate forensic records from the standard DoD Electronic Health Record (MHS Genesis) in compliance with Department of Defense Instruction 6040.45, Federal Rules of Evidence Rules 705, 902(13), 902(14), 28 CFR 115.121, and the DOJ National Protocol for Sexual Assault Medical Forensic Examinations (Third Edition, 2024). The current paper-based system presents significant legal, operational, and privacy risks that hinder record management efficiency and care coordination.

The required platform must support approximately 400 worldwide users and operate under a one-year base contract with four optional one-year renewals, including comprehensive lifecycle support. Technical capabilities must include forensic workflow features—high-quality imaging, digital annotations, mobile tablet documentation, immutable chain-of-custody tracking, and electronic sealing upon finalization—along with secure APIs for demographic imports from DMDC/DEERS, unique file identifiers, legacy data ingestion, integrated decision support aligned with practice guidelines, and mandatory 50-year retention periods. The solution must be hosted either in a FedRAMP-certified commercial cloud environment (DoD Impact Level 4 compliant) or within a DHA-managed government cloud.

RFI responses are limited to ten pages plus administrative information and must be submitted by June 18, 2026 at 1400 CDT to William Vallee (William.l.vallee.civ@health.mil) and Pamela Bryerton (pamela.j.bryerton.civ@health.mil). This RFI is market research only and does not constitute a commitment to contract.

Notice text

The current paper-based system for storing forensic healthcare records at Military Treatment Facilities (MTFs) presents significant legal, operational, and privacy risks. The lack of a secure, compliant, and centralized electronic platform hinders efficient record management, risks patient privacy, and impacts overall care coordination.

While forensic healthcare records are a subset of patient health records, Department of Defense Instruction (DoDI) 6040.45 (DoD Health Record Life Cycle Management) dictates that Sexual Assault Forensic Examination (SAFE) reports must not be integrated into any component of the standard DoD Electronic Health Record (EHR) (e.g., MHS Genesis). Furthermore, the DOJ National Protocol for Sexual Assault Medical Forensic Examinations (Third Edition, 2024) mandates that the complete medical forensic record be maintained separately to limit the disclosure of unrelated information and preserve strict confidentiality.

The primary objective is to acquire a secure, compliant Commercial Off-The-Shelf (COTS) solution that strictly segregates forensic records from the main DoD HER (MHS Genesis). The proposed solution must ensure adherence to all applicable federal and military legal mandates (including Federal Rules of Evidence Rules 705, 902(13), 902(14), and 28 CFR § 115.121) while streamlining the creation, storage, and retrieval of forensic documentation.
