About this opportunity

The Defense Threat Reduction Agency (DTRA) is conducting market research through a sources-sought notice to identify vendors capable of providing an annual license subscription for forecasting methodologies as a Software-as-a-Service offering, with responses due August 17, 2022. This is a request for information only and does not constitute a solicitation; responses will not be returned and the Government will not reimburse response costs.

DTRA seeks fully developed forecasting methodology software to support research into the operational feasibility of crowd-sourcing techniques for improving forecasting models. The capability must access and review unclassified, commercially available resources to interpolate finished intelligence and create predictive models for internal Chemical, Biological, Radiological, Nuclear, and high-yield Explosive (CBRNE) trends. The solution will support DTRA's core mission of rapid collection, fusion, analysis, and dissemination of operational information to the Department of Defense, intelligence community, and interagency partners while enabling integrated security and counterintelligence services.

This procurement targets software publishers under NAICS 511210 and falls under PSC DA10 (IT and Telecom—Business Application/Application Development Software as a Service). No set-aside is anticipated. A statement of work is attached. The Government reserves the right to use information provided by respondents in any resultant solicitation.
