About this opportunity
The Federal Bureau of Investigation Training Division is procuring Force-On-Force brand name non-lethal training ammunition in 5.56mm caliber through this Request for Quote. The FBI requires this specialized ammunition for realistic firearms training across its field offices, specifically seeking three variants: Blue (63 cases), Non-Marking (346 cases), and Red (12 cases), with each case containing 500 rounds. Vendors must be registered in the System for Award Management (SAM) and comply with federal contracting requirements including restrictions on telecommunications equipment and various labor standards. The contract will be awarded using the lowest price technically acceptable evaluation criteria to a responsible offeror. Questions must be submitted via email to Christina Wheeless at CMWheeless@fbi.gov no later than June 18, 2025, at 1:00pm CT/2:00pm ET, with quotes due by June 24, 2025, at 1:00pm CT and remaining valid for 90 days.
This procurement is designated as a total small business set-aside under NAICS code 332992 for Small Arms Ammunition Manufacturing. The justification documentation indicates that Force-On-Force is the only compatible ammunition for the FBI's existing "blue bolt" training bolt carrier groups, making this a brand name requirement due to unique equipment compatibility needs. The contract will be structured as a firm-fixed-price purchase order with NET30 payment terms for a one-time procurement. Performance will occur across the United States, with ammunition distributed to multiple FBI field offices including locations in Denver, Irvine, Phoenix, Portland, Roseville, Atlanta, Baltimore, Quantico, and several other cities. While the anticipated contract value is redacted in the available documentation, the procurement falls under FAR Parts 12 and 13 for commercial items and simplified acquisition procedures.
