About this opportunity
The Federal Bureau of Investigation (FBI) Procurement Section has issued a Request for Quote (RFQ) for Force-On-Force brand 5.56mm non-lethal training ammunition specifically designed for the FBI's Tactical Training Unit. This specialized ammunition is required for realistic, opposed firearms training and is the only non-lethal training round compatible with the FBI's existing "blue bolt" training bolt carrier groups across 56 FBI Field Offices and Headquarters Divisions. The procurement seeks three variants of the ammunition: Blue, Non-Marking, and Red, with a total quantity of 1,396 cases containing 500 rounds per case. The contract will be awarded on a Lowest Price Technically Acceptable basis to the responsible offeror submitting the lowest-priced conforming quote. Questions must be submitted via email to Christina Wheeless at CMWheeless@fbi.gov no later than August 21, 2025, at 1:00 PM CT/2:00 PM ET, with quotes due by August 28, 2025, at 1:00 PM CT.
This procurement is designated as a total small business set-aside under NAICS code 332992 (Small Arms Ammunition Manufacturing), restricting participation to eligible small business concerns only. The FBI's Ballistic Research Facility has identified only two manufacturers of 5.56 non-lethal training ammunition in the United States, with this procurement focused exclusively on Force-On-Force brand products due to their unique compatibility requirements. The contract will be structured as a one-time, firm-fixed-price purchase order with NET30 payment terms and quotes must remain valid for 90 days. Deliveries are planned for multiple locations across the United States, including cities in Texas, Tennessee, Florida, Virginia, and other states. While the total contract value is redacted in the available documents, vendors must be registered in the System for Award Management (SAM) and the award will be made on an all-or-none basis.
