About this opportunity
The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake intends to procure advanced technology insertion and integration services for weapon systems developed by Kongsberg Defence & Aerospace (KDA) on an other than full and open competition basis. The procurement will support design, development, testing, documentation, engineering advisement, and Subject Matter Expert (SME) services for the Naval Air Systems Command (NAVAIR) Surface to Surface Missile Technical Project Office (SSM-TPO) to ensure battlespace dominance. The work specifically focuses on systems including the Naval Strike Missile (NSM) and Joint Strike Missile (JSM), which are owned by KDA. Key requirements include design reviews, engineering analyses, test planning and execution, technology demonstrations, interim engineering support, translation services, and participation in technical interchange meetings. While this is not a request for competitive proposals, firms believing they can fulfill the requirements may submit written responses by September 5, 2024, including capability statements demonstrating their experience, assets, background, and ability to perform the work without compromising quality, accuracy, reliability, and schedule.
This procurement does not utilize any set-aside designations and appears to be targeted specifically toward Kongsberg Defence & Aerospace as the intended contractor due to their ownership of the relevant weapon systems. The contract will require personnel with security clearances and adherence to information security and operations security requirements. Travel to various government locations may be required as part of the service delivery. The work encompasses research and development in the physical and engineering sciences, specifically categorized under experimental development for defense-related activities. The timeline appears to be ongoing support for RDT&E efforts, though specific contract duration and award values are not disclosed in the pre-solicitation notice.
