About this opportunity

The Defense Logistics Agency Land and Maritime is seeking to procure a Foot, Outboard component with National Stock Number (NSN) 5340-99-754-3313, currently sourced exclusively from Martin-Baker Aircraft Company Limited. The agency is exploring potential alternative manufacturers through a Sources Sought notice that invites companies to demonstrate their capability to produce this specialized hardware component. Interested manufacturers must submit a comprehensive Source Approval Request (SAR) package through the DLA Land and Maritime Alternate Offer/Source Approval Program, with the burden of proof resting on the prospective contractor to prove their product meets or exceeds the original equipment manufacturer's quality standards. The contract opportunity requires detailed technical documentation that proves manufacturing competence, and all submissions must be sent directly to Contract Specialist Paul Kelley by December 17, 2024. The current procurement is characterized by unique acquisition constraints, specifically an AMC/AMSC code of "3/D" indicating that competitive procurement data is not economically or physically available.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity, and no explicit award value or budget range is provided. The procurement is for a specific hardware component within the Hardware Manufacturing (NAICS 332510) and Hardware, Commercial (PSC 5340) categories. Martin-Baker Aircraft Company Limited, with CAGE code U1604, remains the sole approved source for this item, reflecting the specialized nature of the component. The government's current position is that reverse engineering the item is not economically feasible, which further underscores the importance of finding a qualified alternative manufacturer. While the exact quantity of Foot, Outboard components needed is not specified, the notice suggests this is an ongoing procurement requirement for which the government is seeking to expand its supply base. Potential contractors are encouraged to thoroughly review the detailed SAR submission requirements available on the DLA Land and Maritime website to understand the comprehensive evaluation process.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above.   All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program.  A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM).  The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.

For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
