About this opportunity

The U.S. Food and Drug Administration (FDA) has issued a Request for Information (RFI) to conduct market research for business and information technology support services (ITSS) for the Human Foods Program (HFP) IT systems. Specifically, the RFI targets the Food Applications Regulatory Management (FARM) System and related infrastructure. This market research is being conducted under FAR Part 10 to identify potential service providers capable of supporting ongoing operations and maintenance (O&M) and IT system development. The RFI is focused on gathering information from small businesses about their capabilities to provide technical support services. The document emphasizes that this is an informational request only and does not guarantee a future contract award.

The primary objective of this RFI is to explore market capabilities for supporting the FARM system's technical infrastructure, with a focus on workflow management, content management, and system integration. Contractors must submit responses by 2pm ET on January 13th, 2025, via email to Brian Wodzisz, using the RFI number FDA-RFI-75F40125R00031 in the subject line. Small businesses are strongly encouraged to participate, with the future potential Indefinite Delivery/Indefinite Quantity (IDIQ) contract having a $25 million ceiling. The work will primarily be performed at FDA facilities in the Washington DC area, specifically at 4300 River Road in College Park, Maryland, with some off-site work permitted. The contract will encompass task orders for project management, O&M support, system development, and transition services, requiring expertise in technologies such as Oracle WebLogic, Java, Adobe Experience Manager, and Appian. Submission of information is voluntary, and the government will assume no financial responsibility for response costs.
