About this opportunity

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award an Indefinite Quantity/Indefinite Delivery (ID/IQ) contract for Towed Array Integrated Product Team (TAIPT) telemetry items and Compact Towed Array (CTA) telemetry items. The contract will support engineering services for various towed array SONAR systems, including TB-29, TB-16, TB-34, and TB-37 series arrays. Services will encompass configuration management, technical documentation development, component repair, upgrade, and testing. The procurement will utilize multiple contract types including Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Cost-Only Contract Line Item Numbers (CLINs). The Request for Proposal (RFP) number N6660425R0130 is anticipated to be issued around January 2025, with potential respondents able to submit capability statements for government consideration.

The contract is designated as an 8(a) Sole Source procurement, specifically targeted to be awarded to L3 Technologies, Inc. Chesapeake Sciences under a Phase III Small Business Innovation Research (SBIR) mechanism. L3 CSC owns the intellectual property developed in previous SBIR efforts, which substantiates the sole source justification. The anticipated contract scope includes 40,300 man-hours over a five-year performance period, with a NAICS code of 334515 and a size standard of 750 employees. The procurement will include specific line items for engineering services, direct costs, TAIPT and CTA components, and associated data requirements. Interested parties can submit inquiries to the point of contact, Taylor Curtis, via email at taylor.c.curtis.civ@us.navy.mil, though the government retains sole discretion on competitive considerations for this proposed acquisition.
