About this opportunity
The Naval Air Systems Command (NAVAIR) is seeking a cost-plus fixed fee (CPFF) standalone indefinite delivery indefinite quantity (IDIQ) contract for Follow-On Test and Evaluation (FOT&E) support for F/A-18 and EA-18G aircraft. The contract will be sole-sourced to The Boeing Company, the original designer and manufacturer of these aircraft, to support integration of new and upgraded weapon systems, flight clearance updates, and product improvements. Boeing is uniquely qualified due to its comprehensive airframe expertise, ability to add aircraft instrumentation, perform flight test data reductions, and execute sophisticated test and analysis processes. The solicitation is classified under NAICS code 541330 for Engineering Services, with any questions to be submitted to Jacob Heintze via email by February 15, 2025, at 1400 EST. This is an informational notice and not a competitive proposal request, with the government intending to negotiate under FAR 6.302-1 authority.
The contract will have a five-year ordering period and will be performed primarily in Patuxent River, Maryland. There is no specific set-aside designation for this opportunity, and the contract is being awarded directly to The Boeing Company without competitive bidding. While specific award values are not disclosed, the contract will focus on professional engineering and technical support for aircraft testing and evaluation. The sole-source justification emphasizes Boeing's unique capabilities in aircraft design, testing, and data analysis, which makes them the only viable contractor for this specialized work. Potential subcontractors interested in supporting this effort can explore opportunities through Boeing's supplier website at https://www.boeingsuppliers.com/become. The government has not committed to issuing a solicitation or making an award, and any information provided is subject to change.
