About this opportunity
The Naval Air Systems Command (NAVAIR) intends to issue a follow-on delivery order under Basic Ordering Agreement N00019-25-G-0008 for commercial CT7-8A6 aircraft engine engineering and logistics support services. This is a Firm Fixed Price (FFP) procurement conducted under FAR Part 12 and justified under 10 U.S.C. 2304(c)(1), which permits other than full and open competition when only one responsible source can satisfy agency requirements. The procurement will support the VH-92A presidential helicopter program, and NAVAIR has determined that the original equipment manufacturer possesses the exclusive technical expertise and technical data necessary to meet the Government's support requirements within the required schedule and cost parameters. While this is not a competitive solicitation, interested parties may submit a capability statement by April 29, 2026—fifteen days after publication—to challenge this non-competitive determination. The Government reserves the sole discretion to initiate a competitive procurement based on responses received. Inquiries regarding this opportunity should be directed to Marie Hill at marie.n.hill5.civ@us.navy.mil.
This procurement carries no set-aside designation and is intended as a follow-on award to General Electric Aircraft Engines (GEAE), located at 1000 Western Avenue, Lynn, Massachusetts 01905, who currently serves as the original equipment manufacturer of the CT7-8A6 engine. The contract structure consists of one base year plus up to four option years of performance, providing flexibility for extended support requirements. No specific award value or budget range is disclosed in this pre-solicitation notice. The work will be performed within the United States and is classified under PSC Code 2840 (Gas Turbines and Jet Engines, Aircraft, Prime Moving; and Components) and NAICS Code 336412 (Aircraft Engine and Engine Parts Manufacturing).
