Notice text
Eielson AFB owns and operates the Central Heat and Power Plant (CH&PP), a coal-fired co-generation plant. Cooling water for the plant is provided from cooling water wells and a cooling pond. The cooling pond pump house sits just offshore, supported on
concrete encased H-piles. The concrete surrounding the piles has deteriorated significantly near the water surface. In 2013, the Air Force hired an A/E firm (EEI) to design repairs to the supports under contract FA5004-11-D-0002-5004. It was left to the contractors bidding on the project to determine how to expose the work area during construction - lower the water level of the entire pond, construct a coffer dam around the pump house and drain the enclosure, etc. The Government is now attempting to develop a full design for the cofferdam, to include an investigation of current conditions below the water level, in an attempt to eliminate unknown factors.
