About this opportunity

The Department of the Air Force Materiel Command Test Center is procuring 8 fogging misting fans through Solicitation FA9302-25-Q-0069, specifically requiring explosive-proof units with detailed technical specifications including an 18-gallon tank, pivoting fogging head, 1/2 HP motor, 3,000 CFM airflow capacity, and cooling capability of 109,350 Btu/h constructed of 304 stainless steel. The procurement utilizes a combined synopsis/solicitation format under Simplified Acquisition Procedures, with quotes evaluated using Lowest Price Technically Acceptable (LTPA) criteria where the government will rank quotations by price from lowest to highest and evaluate technical acceptability. Offerors must demonstrate their ability to provide the specified fogging misting fans as stated in the Statement of Requirements, with technical acceptability rated as either satisfactory or unsatisfactory. The question period for this RFQ ended on July 29, 2025, at 12:00 PM PDT, and all quotes are due by August 1, 2025, at 12:00 PM PST via email submission to both the Contracting Officer and Contract Specialist. The government intends to award without discussions, requiring vendors to submit their best initial terms from both price and technical standpoints.

This procurement is designated as a Total Small Business set-aside under NAICS code 333413 (Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing) with a size standard of 500 employees, though one government file indicates it may also be a Women-Owned Small Business set-aside. The solicitation does not specify any incumbent contractors or provide budget ranges for the anticipated award value. The requirement calls for delivery within 120 days after receipt of order or as soon as possible, with performance taking place at Edwards AFB, California. Offerors must provide comprehensive contractor information including SAM UEI, TIN number, CAGE code, payment terms, warranty details, and estimated delivery lead times, along with completed representations and certifications. The procurement requires equipment capable of operating in environments between 33-160°F with specific performance characteristics including maximum fog output of 13.5 GPH and noise levels of 72 dB(A) at 10 feet.
