About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking contractors to repair one unit of directional antenna equipment for the Danish Navy's MH-60R Helicopter weapon system under a Foreign Military Sales (FMS) arrangement. The procurement involves furnishing labor, materials, and facilities to repair and restore the antenna (Part Number 1000368238, NSN 7RH 5985 016451261) to operational condition. The government intends to solicit only L3 Technologies Inc. as a sole source under FAR 6.302-1 authority, citing that the government lacks the necessary technical data to perform the repairs or enable competition. However, all interested contractors may submit capability statements within five days of the synopsis publication date of October 1, 2025, with the response deadline of October 16, 2025. Source approval is required for any new contractors, though NAVSUP WSS will not delay contract award while source approval is pending, and contractors must submit source approval documentation with their proposals.

This procurement does not utilize any small business set-aside designations and appears to favor L3 Technologies Inc. as the incumbent or preferred contractor based on their existing technical capabilities and data rights. The contract involves repairing a single unit of directional antenna equipment, indicating a relatively small-scale repair project rather than a large procurement program. The timeline is compressed, with only 15 days from posting to the response deadline, suggesting an urgent operational requirement. The specific aircraft application for the Danish MH-60R Helicopter indicates this is part of an international military sales program, which often involves strict technical specifications and certification requirements. No contract value or budget range has been disclosed in this pre-solicitation notice, though the single-unit repair nature suggests a smaller dollar value procurement compared to multi-unit production contracts.
