About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking contractors for repair services of aircraft communication equipment, specifically one unit with NIIN 013820706 classified under radio and television communication equipment, airborne (PSC 5821). The procurement requires contractors to repair and return assets within a strict Repair Turnaround Time (RTAT) of 73.22 days after physical receipt at their facility, with all transactions accurately reported in the Commercial Asset Visibility (CAV) system within five business days of receipt. Contractors must obtain final inspection and acceptance by the Government for all repaired assets and provide a monthly throughput constraint indicating their repair capacity. The evaluation will include assessment of contractor performance against RTAT requirements, with pricing considerations subject to negotiation if turnaround time requirements are not met. The due date for this pre-solicitation is October 10, 2025, with responses required by that date.

This opportunity does not utilize any set-aside designation and is open to all eligible contractors. The contract includes an induction expiration date of 365 days after contract award, meaning any assets received beyond this timeframe will require bilateral agreement between the contractor and NAVSUP WSS Contracting Officer for repair authorization. While specific award values are not disclosed in this pre-solicitation notice, the contract will include negotiated unit prices based on meeting the established RTAT requirements. The procurement involves quantity of one unit for repair services, and contractors must specify their monthly throughput capacity with "XXX per month" indicating no throughput constraint. A reconciliation modification will be issued after final inspection and acceptance of all assets inducted under the contract, with pricing adjustments possible based on contractor performance against turnaround time commitments.

Notice text

Repair Turnaround Time (RTAT) definition: The contractual delivery requirement is measured from asset Return to the date of asset acceptance under the terms of the contract. For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractors facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt.\\

The Contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs established in the subsequent contract.\\

Required RTAT: 73.22 days after receipt of asset.\\

Throughput Constraint: Contractor must provide a throughput constraint for each NSN(s). Total assets to be repaired monthly after initial delivery commences X/month (contractor fill in #). A throughput of XXX per month reflects no throughput constraint.\\

Induction Expiration Date: 365 days after contract award date. Any asset received after this date in days is not authorized for repair without bi-lateral agreement between the Contractor and NAVSUP WSS Contracting Officer.\\

Reconciliation: A reconciliation modification will be issued after final inspection and acceptance of all assets inducted under the subsequent contract. The parties have agreed to a price (shown on the schedule page) for each unit at the negotiated RTAT. Such prices are based on the Contractor meeting the RTAT requirements described within the schedule page. If the Contractor does not meet the applicable RTAT requirement, consideration will be assessed and subject to negotiation.\\

All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders and modifications) related to the instant procurement are considered to be "issued" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed herein.\\

Early and incremental deliveries are accepted and preferred.\\
