The procurement specifically requires steel remote control levers with manufacturer part number 38312769 that transfer input control to the stabilizer actuator. Key contract requirements include compliance with ISO 9001:2015 standards, Unique Item Identification (IUID), marking per MIL-STD-130, and adherence to Buy American Act/Balance of Payments Program provisions. The solicitation also mandates specific packaging requirements per MIL-STD 129 and MIL-STD 2073-1, including heat-treated wood packaging materials certified by an ALSC accredited agency. Quotes are due by September 15, 2025, with an estimated award date of September 15, 2025, and delivery required by September 30, 2025.
This procurement does not utilize any set-aside designation and is structured as a sole-source acquisition to Parker-Hannifin Corporation (CAGE: 82106), specifically their Control Systems Division-Military division. The Air Force has determined that Parker-Hannifin Corporation is the only firm capable of providing the required remote control levers, citing that award to any other source would result in unacceptable delays in fulfilling FMS requirements. The contract will be structured as a non-recurring, fixed-quantity, firm-fixed-price (FFP) arrangement for the 4 required units. Performance will occur in the United States, with the procurement being processed through AFSC PZABB at Tinker Air Base in Oklahoma. Transportation requirements specify F.O.B. Origin terms and mandate vendor coordination with DCMA Transportation through their Shipment Instruction Request (SIR) eTool System before freight movement.
