About this opportunity
The Department of the Air Force Air Education and Training Command has issued a Special Notice announcing its intent to award a sole source Indefinite Delivery - Indefinite Quantity (IDIQ) contract to General Atomics - Aeronautical Systems, Inc. for Foreign Military Sales - International MQ-9A Continental United States (CONUS) Launch and Recovery Training services. The notice, posted on April 23, 2025, pertains to a contract opportunity at Joint Base San Antonio - Randolph, TX, utilizing FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. The proposed contract will utilize a Contractor Owned Contractor Operated (COCO) facility and cover an anticipated ordering period from October 1, 2025, to September 30, 2030. The justification for the sole source procurement is based on General Atomics' unique capabilities in providing launch and recovery training using their own MQ-9A aircraft, ground control stations, and synthetic trainers.
The primary objective of this Special Notice is to provide transparency around the intended sole source procurement and offer an opportunity for alternative contractors to demonstrate equivalent capabilities. Interested parties are invited to submit a capability statement electronically to Gerardo Martinez by May 9, 2025, at noon Central Daylight Time, demonstrating their ability to provide an equivalent service. The government retains sole discretion in determining whether to compete the proposed contract based on received responses. Contractors must submit their capability statements via email, with a courtesy copy to Luis Camaraza, and any submissions after the specified deadline will not be considered. The notice emphasizes that this is not a request for proposals or quotations but rather an informational notice about the government's intent to award a contract to General Atomics - Aeronautical Systems, Inc. The procurement falls under the NAICS category 611512 (Flight Training) and PSC category U006 (Education/Training - Vocational/Technical).
Notice text
Pursuant to FAR 5.2, this notice serves as a synopsis of a proposed contract action announcement of the Air Force Installation Contracting Center, 338 Enterprise Sourcing Squadron, International Training Flight (AFICC 338 ESS/PKBB) at Joint Base San Antonio – Randolph, TX (JBSA-Randolph) intent to utilize FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services procedures to award a sole source Indefinite Delivery – Indefinite Quantity (IDIQ) contract to General Atomics – Aeronautical Systems, Inc. 14200 Kirkham Way, Poway, CA 92064 for the provision of Foreign Military Sales - International MQ-9A Continental United States (CONUS) Launch and Recovery Training service at a Contractor Owned Contractor Operated (COCO) facility. The anticipated ordering period is 1 Oct 2025 to 30 Sep 2030.
The justification for this sole source procurement is based on:
- Unique Capabilities: GA-ASI possesses unique capabilities, expertise, and/or resources to fulfill the requirement. Specifically, GA-ASI’s COCO facilities provide Launch and Recovery (L&R) training using their own MQ-9A aircraft, ground control stations, and synthetic trainers. This eliminates the need for USG/PNAF equipment, which is not available for this requirement. Their ability to independently provide all necessary equipment and facilities ensures seamless training delivery and operational readiness matching the recently divested USAF L&R training capability.
THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. However, interested parties who believe they can fulfill this requirement may, in response to this notice, submit a capability statement demonstrating their ability to provide an equivalent service.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
The primary point of contact for this Notice of Intent is Gerardo Martinez. Contact with other Government personnel regarding this notice is not permitted. If your organization is capable of providing the training support service described above, please electronically submit the requested information to Gerardo Martinez via email: gerardo.martinez@us.af.mil (Courtesy copy Luis Camaraza via email: luis.camaraza@us.af.mil) no later than 9 May 2025, Noon, 12:00 p.m. Central Daylight Time.
Capability statements received after this date and time will not be considered.
