About this opportunity
The Naval Air Warfare Center Training Systems Division (NAWCTSD), operating under the Department of the Navy Naval Air Systems Command, intends to procure spare parts for the E-2C Tactics Trainer system destined for the French Ministry of Defense through the Foreign Military Sale (FMS) program. The procurement falls under NAICS code 333310 (Commercial and Service Industry Machinery Manufacturing) and PSC code 6910 (Training Aids). The Government plans to negotiate this contract on a sole-source basis, leveraging FAR authority 13.106-1(b)(1)(i), with evaluation centered on whether competition would be advantageous to the Government. Interested sources may submit written responses demonstrating clear and convincing evidence that competitive procurement would benefit the Government, though no formal solicitation document is currently available. The deadline for responses to this pre-solicitation notice is February 9, 2026, with the Government retaining sole discretion to determine whether to conduct competitive procurement based on submitted capabilities.
This procurement is not designated as a set-aside and the Government intends to contract on a sole-source basis with Compro Computer Services, Inc. (Compro), headquartered in Melbourne, Florida, which developed and upgraded the E-2C Tactics Trainer system. The spare parts to be procured are currently available from decommissioned items no longer needed following completion of Compro's tactics trainer upgrade contract, eliminating the need for manufacturing. No specific award value or budget range is disclosed in the pre-solicitation notice, and quantities for the spare parts procurement are not detailed. All information submitted by interested sources must be provided at no cost or obligation to the Government, with responses used solely to determine the advisability of conducting a competitive procurement rather than to solicit formal proposals or quotations.
