5. Basis of Award - In the event that no single offeror proposes all items, or no offeror proposes a fair and reasonable price on all items, the Government may make multiple awards to different offerors for portions of an individual FMS case. However, the Government reserves the right to ask questions at any time during the evaluation of quotes, if it is determined to be in the best interest of the Government. Questions may be asked of some, all, or none of the Offerors to enhance Government understanding of quotes; allow reasonable interpretation of the quote; or facilitate the Government's evaluation process.
