About this opportunity
The Federal Mediation and Conciliation Service seeks travel compliance review and advisory support services from qualified small business contractors, with quotes due July 10, 2026 (reopened from the original June 17 deadline). This is a 100% small business set-aside under NAICS 541211.
Place of performance is remote with periodic status updates and monthly reporting required, administratively centered at Washington, DC 20427. The contractor shall review current fiscal year FMCS travel transactions, including approximately 460 travel vouchers per six-month period (roughly 66 percent Temporary Duty and 34 percent local travel), travel authorizations, receipts, approvals, supporting documentation, and travel charge card information to assess compliance with the Federal Travel Regulation, Government Charge Card Abuse Prevention Act, applicable Office of Management and Budget and Treasury guidance, and FMCS internal travel policies. The contractor must review all current fiscal year transactions made available by the Government rather than employ risk-based sampling. For the initial review, the contractor shall assess FY2026 transactions from October 1, 2025 through May 2026. The contractor shall not approve travel, certify claims for payment, obligate funds, or perform inherently governmental functions.
The requirement is a Firm Fixed Price purchase order with a six-month base period beginning July 1, 2026 and three six-month option periods, with total contract duration not exceeding 30 months. Award will be made on best value basis considering Technical Capability (most important), Past Performance, and Price (least important), with non-price factors combined being more important than price. Technical Capability comprises Technical Understanding and Approach (most important), Corporate Experience, Key Personnel and Professional Staff, and Management Approach (equally weighted). Quoters must demonstrate a minimum of three years of experience performing federal travel compliance reviews, travel authorization or claim reviews, FTR compliance support, internal control assessments, government travel charge card reviews, policy reviews, improper payment reviews, compliance reporting, or corrective action advisory support. Past Performance will be evaluated using three references with relevant work performed within the past five years. Questions are due June 11, 2026. Quote validity must be maintained for a minimum of 30 calendar days from submission.
