About this opportunity
The Nuclear Regulatory Commission (NRC) has published a Special Notice for a noncompetitive award of a purchase order for Flow-Induced Vibration (FIV) Review and Guidance. The NRC is currently reviewing the NuScale Small Modular Reactor Standard Design Approval Application and requires technical assistance to complete the review of the dynamic analysis and testing of the NuScale power module.
The purpose of this Special Notice is to notify the public of the NRC's intent to noncompetitively award a purchase order to Hambric Stephen, the only known source that can provide the required technical assistance to the NRC. The anticipated period of performance for the purchase order is from December 15, 2024 to December 31, 2027. The authority permitting this noncompetitive award is FAR 13.106-1(b), as the estimated value of the acquisition does not exceed the simplified acquisition threshold and there is only one source that can effectively assist the NRC in completing the NuScale SMR review.

Notice of Intent to Noncompetitively Award Purchase Order for Flow-Induced Vibration (FIV) Review and Guidance
The Nuclear Regulatory Commission (NRC) is currently reviewing the NuScale Small Modular Reactor Standard Design Approval Application in an accelerated schedule. Hambric Stephen is assisting the NRC to review the dynamic (FIV and seismic) analysis and testing of the NuScale power module under an Argonne National Lab (ANL) contract: Task Order NRC-HQ-25-16-T-0007 under Enterprise-Wide Agreement (EWA) NRC-HQ-25-14-D-0003. However, this Task Order ends on 12/31/2024, and assistance is needed to complete the NuScale SMR review in 2025.
Based on the NRC’s recent market research, Hambric Stephen is the only known way to acquire this technical assistance and is most effective to noncompetitively award to:
Hambric Stephen
118 Westwood Rd
Asheville, NC 28804-2243
The authority permitting this action is FAR 13.106-1(b), Soliciting from a single source, because the estimated value of this acquisition does not exceed the simplified acquisition threshold and there is only one source that has been identified that can assist the NRC to review the dynamic (flow-induced vibration and seismic/transient) analysis and testing of the NuScale power module.
The anticipated period of performance for the purchase order is Dec 15, 2024 – Dec 31, 2027.
