About this opportunity
The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (USDA APHIS) has issued a Special Notice regarding its intent to lease land in New Orleans, Louisiana. This public notice informs interested parties of a proposed real estate lease transaction and the agency's compliance with Executive Order 11988 on Floodplain Management. The notice indicates that the land under consideration is located in an area susceptible to flooding at or above the 100-year flood level, requiring USDA APHIS to evaluate alternative solutions to the proposed action. The agency has determined that no practical alternatives exist, as the entire area of consideration falls within a high-flood risk zone. This Special Notice provides an opportunity for public input on the proposed project and potential alternatives.
The primary objective of this Special Notice is to invite public comments regarding possible alternatives to the proposed land lease in New Orleans and to ensure compliance with federal floodplain management requirements. Interested parties must submit comments within fifteen (15) days of the notice publication, with a deadline of November 14, 2025, directed to Dustin Bulen, Realty Specialist, at dustin.bulen@usda.gov. Detailed project information and specific location details are available from Mr. Bulen via email or telephone at 612-336-3267 during business hours, Monday through Friday, 8:00 a.m. to 4:30 p.m. No specific eligibility criteria or set-asides are detailed in this notice, as this is primarily a public consultation regarding a federal agency's lease decision rather than a competitive contracting opportunity. This action is categorized under the Lease/Rental of Unimproved Real Property (Land) with PSC code X1PC and NAICS code 531190.
