About this opportunity

The U.S. Department of Agriculture's Animal Plant Health Inspection Service (USDA, APHIS) has issued a Special Notice regarding its intent to lease existing land in Ely, Nevada. The proposed location is situated within a high-risk flood zone, making it susceptible to flooding at or above the 100-year flood level. This notice is being published in compliance with President's Executive Order 11988 on Floodplain Management, which requires the agency to review potential alternative solutions for the proposed action. After careful consideration, USDA has determined that no practical alternatives exist for the site. The agency's primary mission for this location is to provide federal leadership in resolving wildlife interactions that could potentially threaten public health, safety, agricultural resources, property, and natural ecosystems.

The Special Notice invites public comment on possible alternatives to the proposed land lease and provides specific instructions for interested parties. Stakeholders have fifteen (15) days from the notice's publication date (April 17, 2025) to submit written comments about the project. For more detailed information, interested persons can contact Dustin Bulen, a Realty Specialist at USDA, APHIS, located at 250 Marquette Ave, Suite 410, Minneapolis, MN 55401. Additional information can be obtained by calling 612-336-3267 during business hours (8:00 a.m. to 4:30 p.m., Monday through Friday). While the notice does not specify explicit contractor eligibility criteria, it appears to be primarily an informational and public comment solicitation process related to a potential land lease for wildlife management purposes. The agency has determined that the proposed area is crucial to the success of its mission, despite the identified flood risk.
