About this opportunity
USDA Animal and Plant Health Inspection Service issued a public notice of its intent to lease existing land in Burns, Oregon, with a comment deadline of August 6, 2026. The property is located in a high flood risk zone susceptible to flooding at or above the 100-year flood level. Under Executive Order 11988, USDA is required to review the project for alternative solutions; the agency determined no practical alternatives exist because the entire area of consideration lies within a high flood risk zone. APHIS uses a hangar on this leased land as an operational base for wildlife damage management activities throughout Southern Oregon, including fixed-wing aircraft operations for predator management. The agency invites public comment on possible alternatives to the proposed lease action. Interested parties may contact Grace Connolly, Realty Specialist, at Grace.Connolly@usda.gov or 612-336-3259 (Monday–Friday, 8:00 a.m.–4:30 p.m.) for detailed information. Written comments must be submitted to Connolly within 15 days of this notice.
