About this opportunity
The U.S. Army Corps of Engineers, Engineering District New Orleans, is preparing to solicit bids for the Comite River Diversion Project, a significant flood control infrastructure development in Louisiana. The project involves extensive civil engineering work, including excavation of a diversion channel, reshaping the existing Comite River, constructing reinforced concrete structures, installing drainage infrastructure, and completing associated site improvements. This solicitation will be issued as an Unrestricted Invitation for Bid (IFB) with a firm fixed price contract structure, targeting contractors capable of executing complex heavy civil engineering construction. The solicitation is anticipated to be released on June 6, 2025, with all documents to be electronically posted on the System of Award Management (SAM) website. Bidders must maintain active SAM registration to be eligible for contract award, and the procurement will follow standard federal contracting protocols.
The project's estimated construction magnitude ranges between $25 million and $100 million, with a projected completion timeline of 670 calendar days for base work and potentially an additional 200 days for optional work. The North American Industry Classification System (NAICS) code for this procurement is 237990, categorizing it under Other Heavy and Civil Engineering Construction. Contractors will need to prepare comprehensive proposals addressing the extensive project scope, which includes detailed engineering requirements such as driving steel h-piles, placing riprap and bedding materials, constructing access roads, and implementing site grading and traffic control measures. The solicitation will include 100 drawings and specifications, indicating the complexity and comprehensive nature of the project. Interested firms are encouraged to monitor the SAM website for updates and to potentially post subcontracting opportunities on the Small Business Administration's Subnet.
