About this opportunity
The Naval Sea Systems Command is procuring 3 units of FLIR System Cable Ranger HRC, 30m cables (manufacturer part number 614006616/300R12) through a combined synopsis/solicitation process. This is an all-or-none requirement evaluated under Lowest Price Technically Acceptable (LPTA) criteria, where the government will award a single Firm Fixed Price purchase order to the responsible offeror whose offer conforms to requirements and is most advantageous to the government. Offerors must be Original Equipment Manufacturers, authorized dealers, distributors, or resellers with valid manufacturer authorization letters, and must maintain active SAM registration with provided CAGE codes. Only new OEM equipment will be accepted, with no gray market or remanufactured items permitted, and all software licensing, warranty, and service must be included. Quotes must be submitted electronically in PDF or MS Word format by August 13, 2025, with quotes remaining valid for 60 days.
This procurement is designated as a Total Small Business set-aside, with eligible small businesses able to qualify under various categories including small disadvantaged, service-disabled veteran-owned, and women-owned small business classifications. The brand name justification document indicates this is essentially a sole source procurement from FLIR, justified by compatibility requirements with existing Weapons Impact Scoring Set (WISS) systems at NSWC Corona. The procurement involves 3 cable units that must comply with Department of Defense unique item identification requirements, with performance taking place in Norco, California. The government has determined that selecting an alternate manufacturer would require comprehensive testing and generate significant additional costs for auxiliary equipment, functionality testing, Authority to Operate approval, and system documentation updates. NSWC Corona currently has no plans to compete this contract and will assess future competition feasibility when another potential source emerges.
