About this opportunity
NASA Kennedy Space Center is seeking to procure 28 Flight Valves that are 2-way, 540-gram solenoid valves for use in the 90-Day Challenge supporting the Dust Tolerant Automated Umbilical (DTAU) and Lunar Electrostatic Discharge and Dust Mitigation (LEDM) projects. The procurement will be conducted as a sole source acquisition under FAR 6.103-1, with the government intending to issue a purchase order to Marotta Controls as the only responsible source deemed capable of meeting agency requirements. Interested organizations may submit their capabilities and qualifications electronically to kodi.d.coles@nasa.gov by May 6, 2026, at Eastern Standard Time to demonstrate their ability to compete for this effort. The government will evaluate submitted capabilities and qualifications solely to determine whether to proceed with competitive bidding, though the final decision to compete or maintain sole source status remains solely within the government's discretion. NASA Clause 1852.215-84 regarding Ombudsman procedures is applicable to this acquisition, with the Center Ombudsman information available through the NASA Procurement Office website.
This acquisition is not designated as a set-aside and Marotta Controls is identified as the incumbent contractor and preferred source due to their flight-certified solenoid valves currently available in inventory. The estimated cost has not been disclosed and will be proposed by the selected contractor, though the delivery lead-time is compressed at approximately two weeks from order placement. The procurement is justified on the basis that Marotta Flight Valves represent the only products meeting the government's technical requirements combined with the accelerated schedule constraints, making competition impractical within the marketplace. The fluid power valve and hose fitting manufacturing industry is classified under NAICS 332912, with the procurement categorized under PSC 6620 for Engine Instruments. The pre-solicitation notice was posted on April 22, 2026, with a deadline of May 6, 2026, for interested parties to submit their qualifications.
