About this opportunity

The Naval Supply Systems Command (NAVSUP Fleet Logistics Center, San Diego) is conducting market research to identify qualified contractors for the construction, alteration, and repair of ceremonial flight suits for the U.S. Navy Flight Demonstration Squadron (Blue Angels) at Naval Air Station Pensacola, Florida. The procurement requires contractors to provide all necessary personnel, equipment, supplies, facilities, and services to create custom-fitted, gender-specific flight suits in Royal Blue, Navy Blue, and Anniversary Yellow colors with specific technical specifications including aramid fiber blend materials, embroidered name tags with rank and position, American flags, and Blue Angels patches. Qualified contractors must demonstrate experience with apparel construction (NAICS 315210 - Cut and Sew Apparel Contractors) and be willing to travel to Pensacola for measurements and fittings. Interested vendors must submit a capability statement (maximum 10 pages), prior experience citations covering work performed within the last five years, and a completed Market Research Questionnaire by February 18, 2026 at 12:00 PM PST to Contract Specialist Noni Arcilla. An optional Industry Day is scheduled for February 13, 2026 at Naval Base San Diego, which prospective bidders must register for by February 10, 2026 at 12:00 PM PST, providing an opportunity to view sample suits and meet Blue Angels team members.

The Government anticipates awarding a commercial firm-fixed-price contract with no set-aside designations with a base period of performance from June 30, 2026 through June 29, 2027, followed by four optional one-year renewal periods extending through June 29, 2031. The annual construction requirement includes approximately 102 Royal Blue flight suits (Officer), 21 Navy Blue flight suits (Fat Albert Flight Engineers and #7 Crew Chiefs), with an optional 51 Yellow flight suits (Officer) for periodic anniversary seasons. The small business size standard for this procurement is 750 employees, and no specific budget range or anticipated award value has been disclosed in this pre-solicitation notice. Quality assurance requirements mandate 100% inspection of all deliverables with greater than 95% timely submission without rework, monthly invoicing accuracy, and overall satisfactory contract performance ratings. The delivery schedule requires initial suit deliveries to begin August 25 with continuing deadlines through November based on personnel category priority.
