About this opportunity

The U.S. Army Corps of Engineers, Fort Worth District, is conducting a sources-sought notice and RFI regarding a Flight Simulator Facility at Dyess Air Force Base, Texas, with responses due by October 2, 2026. This is market research for planning purposes only, not a formal solicitation; no payment will be made for submissions. The project is issued under Other Transaction Authority (10 U.S.C. 2808a) and falls outside FAR scope.

The Government is soliciting feedback from commercial construction firms, design-builders, and Non-Traditional Defense Contractors on delivery methodology, commercial construction practices, and acquisition preferences for a single-story, 33,436 gross square foot flight simulator facility supporting the B-21 beddown program. The facility features three high-bay simulator spaces, Intelligence Community Directive 705-compliant secure space with construction security surveillance, 344-ton HVAC capacity, ducted communications, steel-frame structure with metal roof and brick veneer, and a drilled concrete pier foundation system for expansive soil mitigation. The Construction Cost Limitation is $57,268,000, with a fixed budget including 5% contingency.

The project is currently 100% designed under Design-Bid-Build; the Government is evaluating Progressive Design-Build, Design-Build to Budget, and Construction Management at Risk alternatives, potentially retaining the existing Designer of Record and reverting design to 35% completion. The proposed schedule targets solicitation release on November 27, 2026, contract award on June 8, 2027, and beneficial occupancy by March 8, 2030 (900-calendar-day performance period). Constraints include specialized security requirements, active base operations (9,000+ annual sorties), geotechnical challenges, and utility infrastructure coordination. Interested firms should review the attached Project Information Packet and market research questionnaire addressing procurement preferences, budget feasibility, risk assessment, supply chain concerns, and post-award incentive structures.
