About this opportunity

The United States Army Aviation Center of Excellence (AVCOE) has issued a Special Notice seeking innovative approaches for U.S. Army Initial Entry Rotary-Wing (IERW) Flight Training, known as Flight School Next (FSN), at Fort Novosel, Alabama. The Department of the Army Materiel Command Contracting Command Redstone Arsenal published this notice as a follow-up to a previous Request for Information from December 2024. The Army is pursuing a Contractor-Owned Contractor-Operated (COCO) commercial turnkey solution to replace the current IERW Common Core flight training program. The comprehensive solution must encompass contractor-provided academic instruction, flight instruction, training aids and devices, simulation capabilities if required, aircraft, aircraft parts, and aircraft maintenance. This procurement will utilize a Commercial Solutions Opening (CSO) method to streamline the acquisition process and leverage innovative commercial solutions.

The primary objective is to reduce acquisition complexity while increasing innovation through engagement with both traditional and non-traditional defense contractors using a phased, merit-based selection approach. Key deadlines include registration for site visits opening June 2, 2025, draft CSO posting on July 1, 2025, site visits scheduled for July 30-August 1, 2025, final CSO posting on September 8, 2025, and Phase 1 CSO solutions due October 31, 2025. Contractors interested in participating must register through specified links and submit questions in writing to the designated email address, with all communications documented on SAM.gov. The site visit has specific attendance limitations of three personnel per company based on unique CAGE code and UEI combinations, with a registration deadline of July 14, 2025. The notice emphasizes this is an information-gathering exercise with no current funding available, and all response costs must be borne by interested parties. The government has established clear communication protocols through designated points of contact and will provide additional details including agenda and briefing slides on SAM.gov by July 20, 2025.
