About this opportunity

NASA Goddard Space Flight Center has issued a special notice regarding a sole source contract extension for Flight Dynamics Support Services (FDSS III) with OPR, LLC. The notice has undergone multiple revisions since its initial posting on May 9, 2025, with the most recent correction on August 8, 2025, extending the contract period to eighteen months through April 30, 2027. The FDSS III contract provides comprehensive flight dynamics support services to the Engineering and Technology Directorate's Mission and Systems Analysis Division at GSFC. This includes support for spacecraft mission design, orbit estimation, trajectory analysis, flight dynamics modeling, and ground system development across all phases of space missions. The current contract is structured as a Cost-Plus-Fixed-Fee (CPFF) Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) arrangement under contract number 80GSFC19C0072.

The primary purpose of this special notice is to inform potential contractors that NASA intends to extend the existing contract on a sole source basis under FAR 6.302-1, citing that only one responsible source can satisfy the agency's requirements. The extension will allow for continuation of mission-critical services while NASA develops its future acquisition strategy and prepares for a competitive follow-on contract. Interested organizations must submit their capabilities and qualifications electronically to Maria McNamee and Claudia Canales no later than 4:30 PM EST on August 21, 2025. These submissions will be evaluated solely to determine whether the acquisition should be conducted on a competitive basis, though the final decision remains at the government's discretion. The opportunity is set aside for total small business participation, and the government has specified that it does not intend to acquire commercial items under FAR Part 12. All interested parties must demonstrate their qualifications to perform complex flight dynamics support services for NASA's space missions and ground systems.

8/08/2025 Correction: 18 months extension of contract through April 30, 2027.

NASA/Goddard Space Flight Center (GSFC) issued a notice on July 7, 2025, with its intent to issue a sole source twelve (12) month contract extension for the Flight Dynamics Support Services (FDSS III) currently contracted with OPR, LLC.  There is an update to the contract extension period. NASA/GSFC intends to extend the current contract's effective ordering period by eighteen (18) months versus the previously stated twelve (12) months. The extension will allow for continued performance and continuation of mission critical services under the FDSS III contract through April 30, 2027, which will allow time for the future acquisition strategy to be established.

The current contract is a Cost-Plus-Fixed-Fee (CPFF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC19C0072. The rationale supporting this sole source award to OPR, LLC is in accordance with 41 U.S.C 3304(a)(1), as implemented by FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.”

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Maria McNamee, maria.l.mcnamee@nasa.gov and Claudia Canales, claudia.canales-1@nasa.gov not later than 4:30PM EST on August 21, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
