About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking to procure a Flex RF Converter through a sole-source Request for Quotation (RFQ) from Kratos, Inc. Specifically, the solicitation covers three components: a Flex Frequency Up/Down Converter Base Range, a Flex Converter Frequency Range Extension Option, and a Unit Assembly and Test item. The requirement is for a critical replacement part for a Virtual Operational Missile Test Console's uplink generator, which is essential for preventing potential catastrophic damage during testing. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with award made to a vendor registered in the System for Award Management (SAM). The RFQ (Number N0017825Q6718) requires quotes to be submitted by March 26, 2025, at 12:00 p.m. EST, with an anticipated award date of April 30, 2025. Offerors must ensure Trade Agreements Act (TAA) compliance and submit historical pricing data with their proposal.
The procurement is not set aside for small businesses and will be executed using Simplified Acquisition Procedures with a firm fixed price. Kratos, Inc., located in Colorado Springs, Colorado, is the incumbent and sole source for these specific components. The total procurement involves three units to be delivered to the Naval Surface Warfare Center in Dahlgren, Virginia. The parts are proprietary, which limits competition, and are classified under NAICS code 335312 (Motor and Generator Manufacturing) and PSC code 6125 (Converters, Electrical, Rotating). The specific part numbers (RTL-T400FC-FLEX, RTL-T400FC-Flex-FREO, and RTL-ENG-GY25) are critical for maintaining the functionality of the lab-based testing equipment. Vendors must ensure form, fit, and function compatibility with the existing system and include shipping costs to the Dahlgren, VA location in their proposal.
