About this opportunity

The International Boundary and Water Commission U.S.-Mexico (USIBWC) is seeking price quotes for the purchase and delivery of approximately 49,000 tons of 6-inch flexible base material for resurfacing four levee reaches totaling approximately 21.8 miles in length at its Mercedes Field Office in Mercedes, Texas. Quotes are due no later than September 19, 2021 and will be evaluated based on lowest price technically acceptable. Questions regarding this solicitation must be submitted in writing by September 4 with responses provided by the contracting officer.

This is a 100% small business set-aside under NAICS code 212321 for construction sand and gravel mining with a size standard of 500 employees or fewer. The estimated value is over $500,000. Delivery of the flex base material will take place at the USIBWC Mercedes Field Office located at 325 Golf Course Road in Mercedes, Texas. Offerors must adhere to COVID-19 safety protocols and submit a basic safety plan with their proposal outlining procedures for containment of infectious disease.

The purpose of Amendment A00001 is to Notify all Potential Offerors of the changes listed below against Solicitation 20213141103:

  1. Attach revised Price Sheet.
  2. Attach revised Applicable Clauses and Provisions to include clause 52.217-7 Option for Increased Quantity-Separately Priced line Item (MAR 1989).
  3. Attach Revised Bill of Materials for Base quantities.
  4. Attach Bill of Material for Option quantities.
  5. Attach five (5) Maps for delivery for option 1 reaches #8, #9, #10, #11, and #12.
  6. Attach five (5) Maps for delivery for option 2 reaches #4, #5, #6, #7 and #7a.

This requirement remains subject to availability of funds. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this requires for proposal.

The proposal due date remains the same September 19, 2021; 2:00 pm MDT.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is 20213141103 and is being issued as a request for quotation.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06 dated July 12, 2021.

This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 212321 Construction Sand and Gravel Mining, with a corresponding small business standard of 500 employees. Only offers from small businesses will be considered for this solicitation.

Quotes shall be submitted via email to Sylvia.grindstaff@ibwc.gov and thomas.mendoza@ibwc.gov no later than 2:00 pm MDT, September 19, 2021. Faxed copies will not be accepted. Please include your DUNS number with your offer.

Any questions related to this solicitation shall be submitted to Sylvia.grindstaff@ibwc.gov and Thomas.mendoza@ibwc.gov in writing no later than 2:00 pm MDT, September 4, 2021.  Any questions received after this deadline may not be answered unless deemed significant by the Contracting Officer.

A site visit is highly recommended. Site visits may be scheduled by contacting Mr. Juan Uribe and/or Joel Saldivar at 956-513-0284 or by email at juan.uribe@ibwc.gov and /or joel.saldivar@ibwc.gov.

All vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted.

No answer shall be binding by the Government unless submitted in writing by offeror and subsequently answered in writing by the Contracting Officer.

Unless the offeror inserts a longer period of time, proposals will remain valid for a period of 90 calendar days from the date specified for receipt of proposals.

The Government is a seeking price quote for the purchase of Flex Base Material for the USIBWC Mercedes Field Office, 325 Golf Course Road, Mercedes, TX 78570-9677.  Flex Base Material shall be provided as outlined in the Performance Work Statement.

Evaluation Factors for Award:

The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technical Acceptable (LPTA).

Pricing: Offerors shall provide pricing breakdown for the total requirement and scope of this solicitation. Pricing shall be inclusive of all costs to include all applicable Federal, State, and local taxes. Award may be awarded without discussion, but the Government reserves the right to negotiation of a fair and reasonable price.

The Government will evaluate the Offeror's proposal to ensure that all Government requirements are met.

Payment information:

The Contractor will be paid in accordance with FAR 52.232-33 Payment by Electronic Funds Transfer – System for Award Management (July 2013). Invoices will be submitted electronically via Invoice Processing Platform (IPP).

Invoice Processing Platform

The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.

Information concerning accessing the IPP system will be provided at time of award.

COVID-19

Contractor employees must adhere to all CDC and OSHA COVID19 requirements while on IBWC property and when participating in any type of function associated with this requirement.

Contractor must submit a basic Safety Plan addressing COVID19 with their proposal. The safety plan needs to outline safe working procedures for anticipated hazards, including a plan to contain infectious disease pursuant to CDC guidelines.
