About this opportunity

The Department of Homeland Security's Federal Law Enforcement Training Center (FLETC) intends to secure an Indefinite Delivery/Indefinite Quantity (IDIQ) construction contract for the Artesia, New Mexico facility. The contract will cover construction, maintenance, additions, alterations, and repairs across various buildings and structures, requiring comprehensive services including architectural, mechanical, civil, structural, electrical, and other trade-related work. The procurement will utilize a trade-off methodology to determine the best value, with non-price factors (Technical Factor A: Key Personnel, Factor B: Management Approach, and Factor C: Past Performance) being approximately equal in weight to price. Proposals will be evaluated using FAR Part 15 guidelines, with the government anticipating award of a single firm fixed price contract. The solicitation package is expected to be posted within 2-4 weeks, with proposals due approximately 45 calendar days after posting, and interested parties are advised to regularly check www.sam.gov for updates.

This contract is specifically designated as a HUBZone small business set-aside, requiring the awarded contractor to perform at least 15% of the contract cost with their own employees, excluding material costs. The contract will have a base period of 12 months with four additional 12-month option periods and a potential 6-month extension, totaling a maximum possible duration of 66 months. The contract includes a guaranteed minimum of $50,000 and a not-to-exceed maximum estimated value of $33,000,000, with an estimated annual execution of approximately $6,000,000. Individual task orders will range from $2,000 to $750,000 and will be priced using R.S. Means Facility Construction Cost Data, adjusted by the Roswell, NM City Cost Index multiplier. Pricing will be determined by applying a contractor coefficient to the total adjusted bare costs for labor, material, and equipment.
