About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a flap assembly (NSN 7R-1560-014560027-KB) with specific technical documentation requirements. The solicitation is for 2 units to be delivered FOB Origin, with a preference for early and incremental deliveries. The government intends to negotiate with a single source under FAR 6.302-1, though all responsible sources may identify their interest and capability to respond within 45 days of publication (30 days if awarded under an existing Basic Ordering Agreement). Interested parties can obtain relevant technical specifications through the DoDSingle Stock Point (DODSSP), with documents primarily available through ASSIST-Online. The proposed contract action is not using FAR Part 12 commercial item acquisition policies, and potential vendors have 15 days to identify commercial item alternatives.

The solicitation does not have a specific set-aside designation, and the contract will involve a negotiated Return to Acceptable Time (RTAT) pricing model. The government has noted that the rights to use data for purchasing or repairing this part are not owned by the government and cannot be easily obtained or reverse-engineered. A reconciliation modification will be issued after final inspection and acceptance of the assets. The technical documentation version is 001, and the reference number is 3352602-2. While specific award values are not disclosed, the contract will be contingent on the contractor meeting the specified RTAT requirements, with potential price considerations if those requirements are not met.
