About this opportunity

The Federal Energy Regulatory Commission seeks maintenance and support services for the Flame Acceleration Simulator (FLACS) software, with proposals due July 30, 2026 at 1:00 PM Eastern Time and questions due July 27, 2026 at 1:00 PM Eastern Time. This procurement is restricted to the FLACS brand name manufactured by Gexcon; a brand name justification filed by the Office of Environmental Policy establishes that program requirements cannot be modified to accommodate competitive products, as LNG engineers currently rely on FLACS for geotechnical projects and switching products would create operational risks, training delays, and potential project impacts.

Place of performance is 888 First Street, NE, Washington, DC 20426. The solicitation requests pricing for a one-year base period beginning September 30, 2026 and extending through September 29, 2027, along with pricing for two optional one-year extension periods through September 29, 2029. Offerors must submit any required user or license agreements with their quotes and must certify that appropriate systems are in place to ensure FERC funds are not used in violation of U.S. copyright laws or licensing restrictions. Software delivery must include specifications, quality control certification that the software is free of malicious code, and software license keys submitted to softwarelicensing@ferc.gov. NAICS code is 513210, Software Publishers; PSC code is 7A20. Evaluation is based on technical merit and past performance combined. All questions and quotes must be submitted via email only to Trey Hair at trey.hair@ferc.gov.
